No Stutz. That is the Alco 'Black Beast" owned by Howard Kroplick. It ran in the very first Indy 500 and, he was driven around in it by Emerson Fittipaldi at Indy as part of the 100th Indy race festivities. You have to visit Howard's website at http://www.vanderbiltcupraces.com/index.php/site/
He is an author, historian, lawyer and expert on the Vanderbilt Cup Races on Long Island, as well as the Vanderbilt Motor Parkway. I think you will find the site very interesting!
Among other things, I worked in two buildings (separate times) that both were on the Motor Parkway. One on the only remaining section still used as a public road. The other time I had an office in a building that was built over a portion of the parkway. In fact, the old parkway passed about 20 feet from my desk!
